About the Program
A new program will help Brooklyn residents with critical repairs to their homes. The Village of Brooklyn is announcing the Homeowner Rehabilitation Program, which is powered by $400,000 in federal funds through MSHDA (Michigan State Housing Development Authority). The program is designed to assist income-qualified homeowners with necessary repairs to improve the health, safety, accessibility and stability of homes.
Who will this help?
The program is for homeowners of single-family homes in the Brooklyn Village Limits with 80 percent AMI (area median income). Program organizers use household size and an income range to determine eligibility. For example, the most one-person households can make in a year is $51,920 and eight-person households are capped at $97,920 annually. There is no cost to homeowners enrolled in the program. Rehab funds will not go directly to residents.
How many people will this help?
$1,500 to $25,000 will be available per home rehab project. Program organizers anticipate the funding will pay for repairs at between 16 and 40 homes, depending on the cost of individual projects.
What gets fixed?
This work may include general repairs, plumbing, electrical, HVAC (heating/cooling), roofing, and mold remediation. Only critical repairs that maintain the home’s structural integrity and support the health and safety of the residents will be conducted through the program. Program organizers work with local contractors to provide the home rehabilitations.
Selected homeowners are expected to cooperate with construction crews and program organizers.

This web page has everything residents need to know about the program. Interested residents are invited to submit an interest form on the Village website to get them started in the process.
Program organizers are holding an informational event on Tuesday, Aug. 11 at the Village Office, 121 N. Main St., for interested residents to learn more and find out if they qualify for a home rehab. Submitting an interest form on the website will help the process move faster and reserve a spot at the informational event. Organizers will assist residents with appointments from 9 a.m. to 12 p.m. and accommodate walk-ins from 1 p.m. to 4 p.m.
How long does the program last?
Rehabilitation work will start in fall 2026 and take place through Dec. 31, 2027, when the program officially ends. Paper copies of informational materials will also be available at the Village Office.
RFQs for Potential Contractors
Village of Brooklyn is seeking qualified contractors to participate in a pre-qualified contractor pool to support the implementation of a Homeowner Rehabilitation Program funded through Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) via the Michigan State Housing Development Authority (MSHDA). This program is designed to assist income-qualified homeowners with necessary repairs to improve health, safety, accessibility, and housing stability.
Interested contractors should review the Village of Brooklyn's Request for Qualifications document on this page, complete the application, and follow instructions for submission.
This Request for Qualifications (RFQ) will establish a pool of contractors who are interested and eligible to perform residential rehabilitation work on a project-by-project basis. Bids are required for each individual house receiving rehabilitation work. The contractor pool will remain active for the duration of the CDBG grant (anticipated 24 months), with the ability to add contractors on a rolling basis. This RFQ establishes a contractor pool only. No pricing is required at this stage.
